There probably is no Clause in the Treaty and no Colonial Ordinance making provision for such a case. In the absence, therefore, of any direct legislation on the subject I submit most respectfully for His Excellency's Consideration that the question is one of international rather than of local law. This is a case of a Chinese subject abducted from the Chinese Empire, and whose restitution to the family to which by Chinese law she belongs is demanded by the Imperial Officers, and they apply to the Governor of the jurisdiction in which she is found to do an act of justice by sending her back. In these few words is comprised the sole question, and reference to Authorities on the subject would, I believe, show that this request is in strict accordance with the Law that prevails among nations.
